The Pembroke Welsh Corgi is not an ornamental accident of modern breeding — it was engineered by necessity on the rocky hillsides of southwestern Wales. The most historically supported account traces the breed's direct ancestors to dogs brought to Pembrokeshire in the 12th century by Flemish weavers, whom King Henry I of England had invited to settle in Britain to develop the textile trade. When these settlers established farmsteads, the compact, low-slung dogs they brought with them were immediately pressed into agricultural service — herding cattle, sheep, and ducks across uneven terrain. These dogs were descendants of northern Spitz-type breeds, including ancestors of the Pomeranian and Schipperke lineage, selected over generations for sturdiness and working ability rather than appearance.
